Abstract

Digital citizenship has become a central concept in contemporary education and society as digital technologies advance and citizens’ activities increasingly unfold in online spaces. This study aims to systematically map the definitions, core dimensions, and pedagogical strategies developed for teaching digital citizenship. We conducted a Systematic Literature Review SLR following the PRISMA guidelines, drawing on Scopus data retrieved using keywords related to digital citizenship, concepts, dimensions, and pedagogical approaches. Inclusion criteria encompassed relevant empirical and conceptual studies, published in English between 2015 and 2025, and peer reviewed. Of the 325 publications identified, 49 studies met all criteria and were analyzed thematically. The findings indicate that digital citizenship is a multidimensional construct comprising six principal clusters: digital ethics, safety, and responsibility; civic participation and engagement in digital contexts; digital competencies and literacy; social behavior and digital well-being; critical-political and global dimensions; and digital identity and relationality. Consistently identified core dimensions include ethics and moral awareness, digital literacy and critical thinking, online safety and protection, digital communication, civic participation, digital legal compliance, digital economic activity, and digital access and inclusion. Pedagogically, dominant approaches include digital project-based learning, cross-curricular media literacy integration, interactive simulations, interdisciplinary and collaborative learning, and the reinforcement of ethical and moral values. These strategies are designed to develop technical competencies alongside ethical conduct, foster active participation and civic engagement, and shape a responsible digital identity. The implications underscore the need for a comprehensive conceptual framework and adaptive pedagogical approaches aligned with learners’ social, cultural, and educational contexts. This study strengthens the academic literature and educational practice on digital citizenship while providing guidance for curriculum development that is responsive to the challenges and opportunities of a global digital society.
