Abstract

This study critically analyses the operational status and resource efficiency of 28 private and Non-Governmental Organisation (NGO) Residential Child Care Centres in Selangor, Malaysia, against mandated policy standards and the substantial public funding allocated to the sector. Utilising a mixed-methods approach involving questionnaires, interviews, and institutional observation, the research frames its analysis around the Policy and Resource Allocation Perspective, underpinned by the Child Welfare Governance and Resource Efficacy Model (CWGREM). The findings establish that despite high managerial academic qualifications and significant resource investment, the system suffers from a pervasive Governance Gap. This gap is defined by three critical failures: structural Resource Disparity (a reliance on limited-facility residential properties), Ambiguous Accountability (the use of part-time and voluntary staff without standardised professional competency criteria), and Regulatory and Financial Weakness. Specifically, the non-disclosure of financial data and evidence of weak enforcement, including unregistered operations, compromises the State’s ability to track and ensure resource efficacy. In conclusion, the system operates on a minimum compliance model that fails to achieve the national aspiration for developmental equity. The research recommends an urgent pivot from basic regulatory checks to a rigorous enforcement model focused on Mandatory Operational Audits, Enforced Financial Transparency, and Integrated Agency Oversight to secure predictable, high-quality care environments for children transitioning to autonomy.
