Abstract

Health Waqf is of prominent importance for being the source of provision of sustainable funding for healthcare services, especially in areas where resources are limited and insufficient. However, such initiatives are not always implemented successfully because of the numerous challenges that Waqf institutions face. Therefore, the objective of this study is to explore the different barriers and challenges faced by Waqf institutions in their attempt to implement health Waqf in Malaysia. This study particularly focuses on the sustainability and operational challenges experienced by SIRC in implementing health Waqf initiatives effectively.  The qualitative investigation was carried out with the use of four case studies of selected Waqf institutions, particularly selected SIRC in Malaysia and the method of analysing the collected data was thematic analysis. Data were collected through in-depth interviews with top management personnel directly involved in health Waqf implementation. Four themes were identified from the findings, and they include (i) community awareness of health Waqf, (ii) funding for health Waqf, (iii) human capital expertise, and (iv) regulations and laws. The results provide a contribution to the theoretical literature on the issue and give some guidelines to Waqf institutions in developing strategies that would be effective in achieving their primary objective of supporting the national healthcare system. The findings also provide practical insights for SIRC in strengthening governance, funding sustainability, and effective management practices for health Waqf implementation in Malaysia.
